LA Flex by council: which UK landlords qualify for ECO4 without a tenant on benefits
Local Authority Flexible Eligibility — LA Flex — is the second route into ECO4 alongside the standard benefits route. Instead of requiring a tenant on Universal Credit or Pension Credit, LA Flex lets a council refer households for ECO4 funding using its own criteria: usually a household income threshold plus health or fuel-poverty triggers.
Because every council sets its own criteria, there's no single national LA Flex rulebook.
